Onsen Business Hotel Fukiya
温泉ビジネスホテル 富喜屋
Does Onsen Business Hotel Fukiya allow tattoos? In a private bath
An onsen business hotel whose only two bathrooms are private ones, unlocked around the clock, so a 3 a.m. bath is nobody else’s business.
There is no shared bath here to have a rule about. The hotel states that its two bathrooms are private baths, used one party at a time, open around the clock, and filled with undiluted Gero water. For a tattooed traveler that removes the question entirely, at business-hotel prices.

Skip the shared baths and reserve the private one the way this page describes. Once the door is closed, the bath is yours.
How we know
Confirmed from official site — bath structure, not a tattoo policy (gero-fukiya.com/facility.html, which describes both bathrooms as private and gives the hours).

Best for: A 24-hour private onsen bath at the price of a business hotel room
Two bathrooms, both taken privately, available 24 hours. Shampoo, conditioner and body soap provided. Source water at 56°C and pH 9.4, used at 100 percent by the hotel’s own account. There is a restaurant and a coffee shop in the building that serve breakfast, closed Sundays, and a laundry with two washers and two dryers.
