Does SOIL Nagatoyumoto (SOIL Nagatoyumoto) allow tattoos? Yes!
The one place on this street that writes down a yes is a sauna over the river, and it draws its line at wabori rather than at tattoos.
SOIL is the only operator in Nagato-Yumoto that says yes, and it says it in English as well as Japanese. Its sauna takes tattooed bathers; the one exclusion it draws is irezumi in the traditional Japanese style, which it refuses by name. The sauna is worn with swimwear, rentable for a fee, and it is open to people who are not staying. The line applies to the sauna, not to a hot spring bath, because the building does not run one.

JR Hiroshima-Yamaguchi Area Pass Five days for 15,000 yen on JR West trains between Mihara and Hakata, reserved Sanyo Shinkansen seats included. It covers the Shinkansen from Hiroshima to Asa and JR’s Mine line on to Nagato-Yumoto. On the date checked the Mine line ran as a JR replacement bus; ask at the station whether the pass is accepted on it. Sold on Klook.

Confirmed from official site (the property’s own FAQ, which carries the rule in Japanese and in its own English translation: “People with tattoos are allowed, but those with Irezumi (traditional Japanese tattoos) are not permitted to use the sauna.”).
