Does Ooedo Onsen Monogatari Masuya allow tattoos? Yes, covered
The biggest of the Naruko houses to publish a tattoo rule, and the rule comes with a shop: the seal you need is sold at the desk, in the size the hotel has decided on.
Masuya bars tattooed guests from the large baths unless the tattoo is covered, and it sells the cover itself. The wording is exact about what counts: a cover seal of the hotel’s own specification, bought on site, and the tattoo hidden completely. Nothing is said about a size ceiling, so the practical limit is how much skin one of their seals will hide.

Best for: One or two small pieces that a bought seal can cover, in a hotel that says so in writing
Buy the seal at the desk; the rule is published under the day-use plans and applies to the large baths, indoor and open-air. Seventy rooms, buffet meals, sulfur chloride water at pH 8.3. Day-use plans with a meal are sold as well as overnight stays, and the same tattoo sentence sits under both. Reservations run through a central line, 9:00 to 19:00.
