Does Hakkei allow tattoos? In a private bath
The large bath here looks straight across the Asahi at Sunayu, and three more baths in the building can be locked from the inside.
Hakkei says nothing about tattoos anywhere on its site, so read no permission into its two large baths. It does rent three separate baths by the clock, and one of them, the barrier-free Egao-no-yu, is free. Book one at check-in and the shared-bath question never comes up.

Skip the shared baths and reserve the private one the way this page describes. Once the door is closed, the bath is yours.
How we know
Confirmed from official site — bath structure, not a tattoo policy. The reservable baths, their hours and their prices are on the inn’s own bath page; 45 pages of the site carry no tattoo statement.

Best for: Three different reservable baths under one roof, including a free barrier-free one with a bathing lift.
Kashikiri Spa Sora-no-yu, rebuilt after 25 years, 5,500 yen for 45 minutes, 16:00 to 24:00 and 7:00 to 10:00. Nagomi-no-yu, a stone-lined indoor reservable bath, 2,200 yen for 45 minutes, 16:00 to 24:00. Egao-no-yu, a barrier-free reservable bath on the third floor with a powered bathing lift, a wheelchair-accessible bathroom and its own toilet, free. There is also a reservable sauna, Kaze-no-yu. The inn says it may refuse use on the day to anyone who has been drinking. The large bath, Kawa-no-yu, faces Sunayu across the water and swaps between men and women morning and evening.
