Does Hotel Kanro no Mori allow tattoos? Yes!
The bath is called the Mori no Tenku Rotenburo, the forest sky open-air bath, and it looks straight out into the Konbu valley canopy from a deck above the treeline.
Kanro no Mori does not merely tolerate tattoos, it says in its FAQ that it welcomes them, and explains why: many of its guests come from abroad, attitudes to tattoos differ by culture, and it wants the bath usable by everyone. The conditions it attaches are about behavior, not ink. Cover seals are sold at the front desk for anyone who would rather not be looked at, and a private family bath is offered as an alternative.

Best for: A solo bather who wants the welcome stated outright before booking, with a seal on hand if the room fills up
The welcome is published in Japanese only; the English site does not repeat it. The same answer asks tattooed bathers to be considerate of others, to avoid loud or disruptive behavior, and to refrain if their tattoos are likely to intimidate other guests, and it refuses anyone belonging to organized crime. Cover seals are sold at the front desk. Day-use bathing 11:00–21:00, last reception 20:30, 1,800 yen adults and 500 yen elementary-school children, under school age free; towel set 200 yen. The private family bath with a sauna is 10,000 yen per group for 90 minutes, or 5,000 yen for staying guests, by reservation. Baths close 9:00–11:00 for cleaning. Rooms with a private hot spring bath are sold as 個室温泉付き・露天風呂付き.
