Does Niseko Grand Hotel allow tattoos? Yes!
The garden rotenburo here is mixed, one of the largest in the Konbu valley, and the hotel hands out bathing wear for men and women so that nobody has to decide at the door whether to go in.
The hotel draws the line at wabori, the traditional Japanese full-body work, and lets everything else in. Its bathing rules say so in Japanese and in its own English translation, which makes this the clearest published answer in Niseko: a fashion tattoo needs no seal and no private bath, in the indoor baths, the women’s open-air bath or the big mixed garden rotenburo. Day visitors read the same page as staying guests and are held to the same rule.

Best for: A tattooed couple who want to bathe together outdoors, in the mixed garden rotenburo with the loaned bathing wear
English wording on the same page: “Traditional Japanese tattoos (Irezumi) are not allowed, but Fashion-style tattoos are permitted.” Day-use bathing 11:30–22:00, last reception 21:00. Summer rate 1,500 yen adults and 750 yen ages 4–12, bathing wear included; winter rate 3,000 yen and 1,500 yen with towels and bathing wear; a Hokkaido residents’ winter rate of 2,000 yen and 1,000 yen. Pay at the ticket machine by the entrance, then check in at the front desk. Two wells feed the baths, No. 1 green-brown and opaque, No. 3 clear green. The garden rotenburo is drained Monday, Wednesday and Friday and refills around 14:30; in winter only the large tub by the entrance runs.
