Does Takinoya Bekkan Tamanoyu allow tattoos? In a private bath

Private bath only

A 24-room inn with black stone washing floors and milky sulfur water, and one family bath that opens onto the air and stays unlocked until ten to midnight.

Tamanoyu is a 24-room inn with one family bath, an indoor tub with an open-air section attached, and the inn describes it as a bath for families and couples on their own. That is the whole answer here: no tattoo rule is published for the shared bath, and the guest rooms have ordinary unit baths rather than hot-spring ones. The family bath stays open until nearly midnight, which makes a late private soak realistic.

Sapporo to Noboribetsu Onsen is about 1 h 45: the Suzuran, JR’s limited express (a faster train with fewer stops and a fee on top of the fare), then a Donan bus of 21 minutes up to the onsen terminal. Toyako Onsen is the Hokuto, the limited express to Hakodate, as far as Toya, then a Donan bus of 24 minutes around the lake, about 2 h 20 in all. Niseko is about 3 h 25 by way of Otaru and Kutchan, or a direct highway coach for less money. Jozankei has no railway: the Jotetsu Kappa Liner runs there from Sapporo Station in 56 minutes and is booked in advance. What happens when you arrive

Skip the shared baths and reserve the private one the way this page describes. Once the door is closed, the bath is yours.

How we know

Confirmed from official site — bath structure, not a tattoo policy (the 温泉 page of the inn’s own site)

Best for: A family bath you can still get into at eleven at night

Twenty-four rooms, of which three have a bath and toilet and twenty-one a toilet only, in ten-mat and sixteen-mat Japanese layouts. The shared bath, which has its own open-air section, runs 14:00–24:00 and 05:00–09:30. The spring is the cloudy white sulfur water, and the building is entirely non-smoking. Tamanoyu is the annex of Takinoya. Check-in closes at 20:00, which is early for the town.
