Does Umi no Hana allow tattoos? In a private bath
A small house at Shimotaga, two bays south of Atami proper, where every room opens onto its own bath above the sea and the building is small enough that you may not meet another guest.
Every room has its own open-air hot spring bath, which is the whole of the answer here: nothing to cover, nothing to declare, and nobody else in the water.
What happens when you arrive
Skip the shared baths and reserve the private one the way this page describes; once the door is closed nobody is checking anything.
