Does AMANE RESORT SEIKAI allow tattoos? In a private bath
Every room type at Seikai opens onto its own hot spring bath facing Beppu Bay, filled straight from the source. The first-floor large bath sits so close to the waterline the hotel calls it sea level zero.
All fourteen room types here come with their own open-air bath on the sea side, and the hotel states plainly that the room bath runs on undiluted spring water rather than heated tap water. That bath is yours alone, so nothing needs covering and nothing needs asking. The two communal baths, Shiosai-no-yu at sea level and the guests-only Shoyo-no-yu on the eighth floor, are a separate question, and the hotel publishes no tattoo rule for either one. There is no kashikiri-buro, so the room is the private option.

The bath
The room bath is the whole argument for this place. Every one of the fourteen room types has an open-air tub on the sea side, and the hotel states that the water in it is spring water running free from the source rather than a heated tub filled from a tap. The spring is sodium chloride, and the bath page makes the same claim for every bath in the building.
The communal bath sits on the first floor, called Shiosai-no-yu and nicknamed sea level zero for how close it is to the waterline: Nami on the men’s side and Kaze on the women’s, each with an indoor tub, an open-air one, a jacuzzi, a sauna at 85°C and a cold seawater bath, a quarter seawater and held at 15°C. Guests bathe 15:00 to 24:00 and 05:00 to 10:00, and face towels, bath towels and the full amenity line are laid out.
No bath here can be rented by the hour, so the room is the private option. The first-floor bath also takes day visitors from 12:30 to 22:00, last reception 21:30, at 2,500 yen for adults and 1,000 for children up to 12, or 1,000 yen after a meal in the restaurants.
The hotel
Four parts to the building: the Hare wing, its detached view rooms, the Umi wing with three Signature Collection suites on the top floor, and the Sora wing. Every room has a Simmons bed. The Sora wing runs from a universal twin with a flat entrance and an accessible toilet to a junior suite with a private pool, a jacuzzi and a shower booth. Three restaurants share the ground floor: Japanese at Gen, seafood at Eitaro, and the bistro Vent Nouveau.
What is good about it

Getting there
Fifteen minutes by taxi from JR Beppu STN, on the shore at Shoningahama. The local bus from the station stops at AMANE RESORT-mae, just across the Shoningahama-cho lights. From Oita airport, take the Airliner bus to Kanko-ko and a taxi for five minutes.

Not a walk: 4.1 km up the coast, so bus or taxi.
Local buses toward Kamegawa stop at AMANE RESORT-mae. Fifteen minutes by car from the Beppu interchange.

Rooms sit in three wings, Hare-no-to, Umi-no-to and Sora-no-to, plus a Signature Collection in the sea wing. The bath page says every bath in the building, room baths included, is free-flowing from the source. Spring type is sodium chloride. No reservable private bath exists, and the first-floor large bath also takes day visitors from 12:30 to 22:00 at 2,500 yen for adults, worth knowing if you would rather bathe when it is quieter. The hotel's bath page now lists only the first-floor Shiosai-no-yu: its spa notice says the eighth floor of the sea wing is being refitted.
