Does Dogo Onsen Annex Asuka-no-yu allow tattoos? Yes!
Built in 2017 as the new bath of the three, in the manner of an Asuka-period bathhouse, with a courtyard of camellias, Tobe-ware tile murals running around the tubs and an open-air bath, and with the same unheated, undiluted spring as the Honkan next door.
The same city rule reaches this building: Matsuyama has stated that it does not treat a tattoo on its own as grounds for refusing use of the Dogo baths, and the operator’s manners page, which covers all three, sets out its prohibitions without mentioning tattoos. The one published clothing rule is narrow. Only the purpose-made bathing garment for surgical and graft scars may be worn, so a shirt or swimsuit is not a way to cover anything here.

Check in and go to the bath. There is no seal to buy and nothing to declare.
How we know
Confirmed from the operator’s own publications, with a caveat: the statement is Matsuyama’s, made by the mayor at a recorded press conference on the city site in July 2012, and the city still owns the three baths. The current bathing-manners page at dogo.jp/manners sets out the house rules in detail and carries no tattoo clause. Neither page has been restated since the Dogo Onsen Consortium took over as designated manager.

Ground-floor bath 610 yen, open 06:00–23:00 with last entry 22:30. Adding the 60-mat rest hall is 1,280 yen, a private rest room 1,690 yen, and the two-person special bath 2,040 yen per group on top of the individual fee, all of those closing at 22:00 and limited to 90 minutes. The special bath and the Yushinden reproduction take reservations from 90 days ahead. Soap, shampoo, conditioner and dryers are provided downstairs but not in the second-floor special bath. A bathing garment is sold at the shop for 500 yen.
