Does Hotel Kowakuen Haruka allow tattoos? In a private bath
A hotel rebuilt in 2019 with the bath put on the top floor to face Matsuyama, and one step-free tub downstairs that any guest can lock the door on for an hour.
Kowakuen Haruka publishes no rule about tattoos for its top-floor bath, so that one stays unanswered. What it does publish is a reservable bath: a step-free indoor onsen tub with one washing place and a vanity, 4,400 yen for the hour, taken between 15:00 and 21:00. Book it at check-in rather than counting on the big bath.

Rebuilt and opened in October 2019. The shared view bath, Haruka-no-yu, has an indoor bath, an open-air bath and a lying-down bath, 12 washing places a side, and runs 13:00–01:00 and 06:00–10:00, closed 10:00–13:00 for cleaning; day bathing is 1,800 yen. The foot bath cafe at Botchan Square is free to guests and 200 yen per half hour to everyone else.
