Does Hotel Goryukan allow tattoos? Yes!
The cold plunge here is groundwater pumped from 65 meters down, drinkable, 12°C in winter, and it sits next to a Happo onsen bath that the hotel says has no tattoo rule of any kind.
No restriction. The hotel says it twice: its onsen and sauna page states there are no limits on bathing with tattoos, and its FAQ answers that guests with tattoos may use the onsen sauna without restriction. Day visitors bathe under the same page. There is no private bath, so the shared one is the offer.

FAQ wording: 当ホテルの温泉サウナは、タトゥーがある方もご利用いただけます。(特に制限はございません。) Staying guests: onsen 6:00–10:00 and 15:00–23:30, sauna 15:00–23:30. Day bathing without booking, reception 15:00–19:00, out by 21:00, adults 2,000 yen, under 12 1,000 yen, under 6 free, towel included. Large bath and open-air bath on the Hakuba Happo source; dry sauna at about 100°C with self-loyly, and a cold bath of drinkable groundwater pumped from 65 m. Swimsuits and underwear are not allowed. The FAQ says there is no private onsen or private sauna. Open year-round with announced closing days; the free guest shuttle runs December to March only. Bookings online only.
