Does Kinugawa Park Hotels allow tattoos? In a private bath
The large bath is closed to tattooed guests. Book a room with its own open-air bath, or reserve the private open-air bath, ¥2,000 plus tax for 50 minutes, ahead or at the front desk on arrival.
The rule and the alternatives are on the hotel's own information page, in the same sentence.
The bath
The hotel has its own spring, a simple spring, run partly free-flowing and partly circulated. It's heated, and water is added only when the temperature needs adjusting. There are two sets of baths, which swap between men and women by time of day, so one stay covers both. One set joins the Oedo Ukiyo-buro, a large bath hall done in period style, with a tub shaped like a yakatabune pleasure boat. The other joins an old-cypress hinoki bath, with the Kinugawa and the trees outside its windows, with a large barrel tub. Each set has its own rough rock open-air bath, where the hotel says you hear the leaves and the river.
The baths are open 5 a.m. to 9:30 a.m. and 3 p.m. to midnight, closed 7:30 p.m. to 8 p.m. for cleaning and the changeover. Soap, shampoo, conditioner, dryers and shaving gear are provided. Bring towels from your room.
The garden private open-air bath is surrounded by trees and open 24 hours. It costs ¥2,000 plus tax for 50 minutes, booked ahead or at the front desk on arrival, with slots starting on the hour and allotted first come, first served. It's for soaking only, with no soap or shampoo. There's no casual day bathing, only day plans with a meal.
The hotel
Four buildings share one site, with the baths and restaurants in the Kirakukan main building. One room type has an open-air bath facing the river, others have hinoki or stone open-air baths, and the Kirakukan's special floor, Sora, has six rooms with touches such as a hinoki indoor bath or a bedrock sauna.

How we know
Confirmed from official site (the hotel's own information page)
申し訳御座いませんが、入れ墨が入った方は大浴場のご利用をお断りしております。予め露天風呂付の客室のプランでご予約をいただくか、貸切露天風呂(ご予約制/有料)の利用をご案内しております。
This is the rule for the shared baths. It doesn’t apply to the private baths.
Best for: travelers who want to know the terms before they book rather than at the front desk
The rooms with their own open-air bath are a separate rate, so choose the plan rather than hoping to switch on arrival.
