Kusatsu Now Resort
草津ナウリゾートホテル
Does Kusatsu Now Resort allow tattoos? Yes, covered
A resort hotel up on the Shirane side of town, away from the Yubatake, with a pool as well as hot spring baths — and its tattoo rule is one of the few in Japan written to cover both in the same breath.
A small one only. The large bath is closed to tattooed guests, except — in the hotel’s own words — a small point tattoo that a seal covers completely. Anything larger goes in the private bath, which is bookable and paid for.

刺青がある方の大浴場利用とプール利用はお断りいたします。貸切風呂(有料)のご利用は可能です。小さなポイントタトゥーのある方は、シール等で覆い隠せる場合に限り大浴場とプールをご利用いただけます。
The operator’s own wording. Showing it settles the question.
What happens when you arrive
Cover the tattoo completely before you go in, to the size on this page — how the seals work, and where to buy them →
How we know
Confirmed Confirmed from official site (the hotel's own Q&A)

Best for: Families — it is the one property in town built around a pool as well as a bath
The rule covers the pool as well as the bath, in the same sentence and on the same terms. No seal size is published; the hotel does not say it sells them.
