Most of Hirayu runs on simple thermal water; Nakamurakan draws a salt spring, and pours it into three baths a party can shut the door on.
Nakamurakan says nothing about tattoos on any of its pages, so the shared baths stay an open question. What it does publish is three private baths, which a party books for itself and locks. Take those and the question does not arise; do not read the silence as permission for the men’s and women’s baths.

Check-out is noon, later than most of the street. Around 15,400 yen per person with two meals, 9,900 yen without. No day-use bathing.
