Three free private tubs on the ninth floor, ceramic, brick and cypress, open all night with a lamp at the door to tell you which one is empty.
The shared bath is closed to tattoos of any size and the hotel says so plainly, so take one of the three private baths instead. They sit on the ninth floor, cost nothing, need no reservation, and run around the clock: a ceramic tub, a brick tub and a cypress tub, about forty minutes each, with a lamp at the door and a QR code in the room that tells you whether one is free.

The hotel’s own refusal reads 当館では大きさに関わらず、入れ墨・刺青・タトゥーが入った方の大浴場のご利用はご遠慮いただいております。 The private baths are for soaking only: wash in the shared bath or in your room. Shared bath Umisuzume-no-yu, women on the ninth floor and men on the tenth, 15:00 to 10:00, with a cypress indoor tub, a lying bath, an open-air tub and a dry sauna; the sauna is off between 01:00 and 05:00. Spring is a sodium chloride strong saline, pH 6.8 at 36.1°C. Run by Kyoritsu Maintenance, the Dormy Inn company, whose group FAQ allows cover seals at some properties; this one does not.
