Does APA Hotel Shinagawa Sengakuji Ekimae allow tattoos? Yes, covered
Tattoos are allowed if two of APA's cover seals, 10 cm × 12 cm (3.9 × 4.7 in) each, hide them completely. The bath is on the 21st and top floor, with an open-air bath and a pot bath on each side.
Overnight guests get both seals free at the front desk each night. A tattoo two seals can't hide is refused.

The bath
Genyo no Yu is on the 21st and top floor, guests only and free: an indoor bath, an outdoor bath and a pot bath on both the men's and women's sides, with the city below. APA's standard bath water is a "quasi-natural Komeiseki hot spring," which means an artificial spring made with a mineral ore, not water from the ground. Open 6 a.m. to 10 a.m. and 3 p.m. to 2 a.m., and the hotel asks you to bring the towels from your room.
