Tokyo isn’t a hot spring town, but there is hot spring water under it: dark, mineral-rich water known as black water, drawn from deep wells, most of all around Ota ward in the south.
You do not have to leave the city to get in the water. Nineteen places here ask you to cover nothing at all: a change most of them made in the last three years. Everything listed can be booked online, out to Haneda and Narita.

Listed as cover-up until September 7, 2026, because the hotel's own sky spa page still carries the seal wording its 2024 notice abolished. Asked directly, the hotel said the notice is the one that stands. If the front desk ever quotes the page to you, the notice is theirs too.

Best for: a bath between flights, or a night flight with time to kill
Not to be confused with Izumi Tenku no Yu Ariake, the same operator's other bath, which refuses tattooed guests in writing. Same brand, opposite policy.
万年湯
The sentence sits on the bathhouse's own front page with no size limit. The same notice lists who is turned away, and tattoos aren't on it: strong body odor, a contagious skin condition, anyone who can't bathe alone and has nobody with them, and behavior that bothers other bathers.

The spa's own terms set the rule. Its seals are bought at the spa counter, seals you bring aren't accepted, and anything larger is refused in any circumstances. The balcony rooms' bathroom has a washing area with the spring water piped in.

Best for: Disney trips, when an in-room onsen bath beats a seal
The only natural hot spring in the Maihama resort area. Hotels.com lists it at a 3.5 class, which the star stamp can't show. For larger tattoos the spa's terms are the strictest on this page: found inside, you pay and leave. Treat the spa as closed and the room as the whole point.

The facility's own rules page sets it out. Overseas visitors show a passport or air ticket (arrival within 90 days) and bathe wearing one facility-issued seal, ¥330. Women of any nationality may enter with fashion tattoos, with a purchased seal for anything over 30 cm × 30 cm (11.8 × 11.8 in). Japanese men and long-term residents are refused regardless of size, and a seal doesn't help.
Best for: visiting tourists staying in Shinjuku who read the policy carefully first
Listed because it does admit many tattooed visitors, but the terms are unusual enough that it's worth reading the official page before you go.

Tattoos are allowed if covered by up to two facility-issued seals, each a maximum of 11 cm × 20 cm (4.3 × 7.9 in). The seals must stay on for the whole visit, not just in the bath, and you must tell reception about the tattoo when you arrive. Turning up without saying so means being asked to leave.

Two seals of 11 cm × 20 cm (4.3 × 7.9 in) is the most generous seal allowance in Tokyo. A forearm piece usually passes; a sleeve doesn't.

The rule is in a notice of September 12, 2025. Seals you bring yourself aren't accepted. For a tattoo two seals can't cover, the 8th floor has rooms with their own open-air bath and a reservable private bath, all on the Yugawara spring water the place trucks in every day.

The seals are sold at the desk and are the only ones accepted. Day admission is sold on Klook, whose ticket terms repeat the two-seal rule; the rooms are on Agoda. Filed under private bath until September 15, 2026, when day admission could only be bought at the facility's own storefront.

Tattoos are fine in a private onsen, whether a bath you reserve or one in your room. The communal baths are restricted, or the policy is unconfirmed. What this means
茶室ryokan asakusa
A private rooftop bath, 45 minutes for every room. The top floor has an open-air hinoki bath with a view of the Skytree, closed in by planting rather than walls, and every guest gets a private slot in it whichever of the ten rooms they book. The ryokan publishes no tattoo policy, and with no shared bath there's nothing for one to apply to.
Best for: couples who want a rooftop bath to themselves near Senso-ji, in a small tea-house ryokan
Ten rooms, some as small as 11 m² and built on the proportions of a tea room, so read the room sizes before you book. Not spring water. The sister restaurant, Chashitsu Nigo near Kaminarimon, serves sukiyaki (beef simmered in sweet soy sauce) and shabu-shabu (thin-sliced meat swished in hot broth) in private rooms.
亀の井ホテル 青梅
The top-floor communal bath, Ome Ayumi no Yu, looking over the Tama River, has no tattoo rule on the hotel's own pages or the group's. Treat it as unconfirmed, not as permission.
Best for: couples who want an open-air bath of their own over the Tama River
The former Kampo no Yado Ome, reopened under the Kamenoi name and renovated in April 2025 with 13 room types, including dog-friendly rooms with a dry sauna. One phone call would settle the communal bath.
成田空港温泉 空の湯
Private baths for anything larger than a palm. Since September 1, 2022 the 3rd-floor communal baths refuse tattoos, but the same notice still admits small ones, "about the size that a palm would cover," on the stated reasoning that they intimidate nobody. The 2nd-floor reservable baths are exempt and carry no restriction.

Best for: the night before a Narita flight, with a real hot spring and planes visible from the water
Book the room, then reserve the private bath separately through the facility's own system or by phone. It isn't sold through the booking platforms.
TSUKI 東京
Private baths, and the hotel says in writing that tattoos are welcome in them. Its page for YUUYA, the reservable bathhouse, lists the rules of use, and one of them is that guests with irezumi or tattoos may use it. Two bathrooms, OBORO and KASUMI, each with a deep tub of Aomori hiba wood cypress; ¥3,300 for 60 minutes, up to two people, guests only, 6 a.m. to noon and 3 p.m. to midnight. Not spring water. The point here is the wood and the privacy, not the geology.

Almost every shared bath in Japan is split into men’s and women’s sides, so a couple who want to bathe together need a bath of their own whatever the tattoo rule: a private bath booked by the slot, often called kashikiri or a family bath, or a room with its own tub. That same bath also settles the tattoo question, because nobody else shares the water.

Yes, at nineteen places on this page: fourteen hotels, three neighborhood sento and two day spas. Mitsui Garden Hotels removed its tattoo rule across every bath-equipped property on March 1, 2026, and Candeo removed it at Roppongi earlier. There is nothing to cover, no size limit and no need to declare anything at the desk. The hotel baths are for staying guests; the sento and the day spas take anyone who walks in.
Because most of Tokyo’s big commercial bathhouses refuse tattooed guests outright, and several close the loophole by name: Times Spa Resta, Niwa no Yu and Ryusenji no Yu all ban stick-on cover seals explicitly. Of forty facilities surveyed across Tokyo, Osaka and Kyoto, only a handful both admit tattoos and sell tickets online. The hotels turned out to be the open door, not the bathhouses.
A daiyokujo (大浴場) is a large shared bath inside a hotel, free to guests. Some draw real hot spring water, most heat ordinary water. It is a plainer experience than a Hakone ryokan, but for someone with ink it is often the easiest bath in Japan to get into.
Often, yes: old-fashioned sento charge around ¥550, take walk-ins and frequently say nothing about tattoos at all.
