Does Dormy Inn Ikebukuro allow tattoos? Yes, covered
Tattoos are allowed if up to two cover seals hide them completely, the largest 11.8 cm × 17.2 cm (4.6 × 6.8 in). The bath, Hojo no Yu, is on the 15th floor with real black spring water and an open-air bath.
The hotel's own FAQ says seals are provided “depending on the facility” and that stock is limited, so bring your own of the right size.

The bath
Hojo no Yu is on the 15th and top floor, and its water is a real spring, trucked from Sosa in Chiba. By the hotel's account it's the only black-water spring in the Ikebukuro area. The indoor tub has a wide, bright opening and room to stretch. The open-air bath looks up at a square of night sky that the hotel says doesn't feel like the middle of Tokyo. There's a dry sauna at about 96°C with a television, a chilled cold bath, and an outdoor cool-down the staff are proud of. Open 3 p.m. to 10 a.m. the next morning; the sauna is off between 1 a.m. and 5 a.m.
The hotel
190 rooms from economy singles to superior twins, all on Simmons mattresses. Check-in is 3 p.m. and checkout is 11 a.m., with the chain's buffet breakfast and a local dish.
