Konjakutei
会津東山温泉 今昔亭
Does Konjakutei allow tattoos? In a private bath
A cooking inn with a deliberately small indoor bath, three grades of room bath above it, and a three-minute walk to its sister inn for anything larger.
Konjakutei carries two rules on its own site and they do not agree. The multilingual manners page refuses tattooed bathers outright and says fashion and religion make no difference; the hot spring page carries the sister inn’s wording, which allows foreign visitors with tattoos into the large bath. The way past both is the room: three grades come with a bath of their own, a hiba or stone view bath, an open-air tub in hiba or Shigaraki ware, or a Western tub plumbed with spring water, all free-flowing from the group’s own source.

What happens when you arrive
Skip the shared baths and reserve the private one the way this page describes. Once the door is closed, the bath is yours.
How we know
Confirmed from official site (the 温泉を楽しむルールとマナー block on /lang/, which contradicts the 温泉 page on the same site)

Best for: Dinner in a private room and a bath on the balcony, at a 25-room inn that keeps its indoor bath small on purpose
The hot spring page says instead: 当館では、外国人の観光客で、上記の理由でタトゥを入れている方については大浴場の利用を認めております。 The room page counts the bath grades itself: 自家源泉を贅沢に一人占めできる温泉付きの客室タイプはなんと3タイプ。 Konjakutei has no open-air bath of its own, so guests walk three minutes to Harataki, where the shared baths are free to them and the reserved view bath costs 2,200 yen for 50 minutes. Dinner is served in a private dining room or in the guest room, and the indoor bath is kept small so the water stays fresh.
