Three hotels here ask you to cover nothing at all. Osaka’s big bathhouses are stricter than Tokyo’s — several close the cover-seal loophole in writing — so the hotels are the way in. Kobe, Nara and Wakayama are all about an hour away, and each adds something the city itself does not have.

Best for: One of the most concentrated mineral springs in the country — self-carbonated, thick with mineral deposits

Rare among the facilities on this site in saying why it changed: the rise in overseas visitors, shifting attitudes to small fashion tattoos, and a Japan Tourism Agency notice that refusing someone a bath solely for having a tattoo is not appropriate. Note that the site footer still carries the old blanket ban — the notice is the current rule. Closed Thursdays; 8:00–22:00.

Where can I bathe in Osaka without covering anything?

Three hotels: Mitsui Garden Osaka Premier on Nakanoshima, and Candeo at The Tower and at Namba. All three state it on their own pages. Candeo sets this per property rather than chain-wide, so its Shinsaibashi, Hirakata and Kishibe hotels still ask for seals even though Namba, fifteen minutes away, does not.

What are the late-night windows in Kobe and Wakayama?

Candeo Kobe Tor Road reserves its sky spa from 23:00 to 03:00 for guests with tattoos and body art, giving the rise in overseas visitors as its reason. Candeo Nankai Wakayama does the same from 24:00 to 04:00, but only for guests staying the night — its day spa still refuses tattooed visitors at any hour. Outside those windows, both ask for cover seals. Neither is a chain rule, so confirm the window is still running when you book.

Why is Osaka stricter than Tokyo?

Because more of its large bathhouses say so in writing. Four close the cover-seal loophole explicitly, and one attributes its ban to guidance from the authorities. In Tokyo the same segment usually leaves room for a patch; in Osaka it often does not.

Is Solaniwa Onsen worth it with tattoos?

It can be, but read the terms first. You are refused by default and admitted only if bought seals cover the tattoo completely — and because you wear the facility’s yukata all over the building, a forearm or calf piece has to stay covered for the whole visit, not only in the water.
