Admitted, but the rule differs by sex and by residency — the only facility surveyed that does this. Overseas tourists (passport or air ticket required, arrival within 90 days) may bathe wearing one facility-issued seal, 330 yen. Women of any nationality may enter with fashion tattoos; anything over 30 x 30 cm needs a purchased seal. Japanese men and long-term residents are refused regardless of size, and a seal does not help.

Yes, at eleven hotels on this page. Mitsui Garden Hotels removed its tattoo rule across every bath-equipped property on 1 March 2026, and Candeo removed it at Roppongi and Shimbashi earlier. There is nothing to cover, no size limit and no need to declare anything at the desk. You do have to be a guest — these are hotel baths, not day-use facilities.
Because most of Tokyo's big commercial bathhouses refuse tattooed guests outright, and several close the loophole by name — Times Spa Resta, Niwa no Yu and Ryusenji no Yu all ban stick-on cover seals explicitly. Of forty facilities surveyed across Tokyo, Osaka and Kyoto, only a handful both admit tattoos and sell tickets online. The hotels turned out to be the open door, not the bathhouses.
A daiyokujo (大浴場) is a large shared bath inside a hotel, free to guests. Some draw real hot spring water, most heat ordinary water. It is a plainer experience than a Hakone ryokan, but for someone with ink it is often the easiest bath in Japan to get into.
