Does APA Hotel Chiba Chuo Ekimae allow tattoos? Yes, covered
Tattoos are allowed if two of APA's cover seals, 10 cm × 12 cm (3.9 × 4.7 in) each, hide them completely. Here the bath is a single private room, booked in 40-minute slots with a key from the desk.
Overnight guests get both seals free at the front desk each night. A tattoo two seals can't hide is refused.

The bath
This one is different. The hotel calls its bath Kazusa-Shimosa no Yu and runs it as a private bath, booked by the slot. Each hour has a slot from the top of the hour to 40 minutes past (3 p.m. to 3:40 p.m., and so on), with a key lent at the desk and returned by the 40-minute mark, from 6 a.m. to 10 a.m. and 3 p.m. to 11 p.m. APA's standard bath water is a "quasi-natural Komeiseki hot spring," which means an artificial spring made with a mineral ore, not water from the ground.
