Does APA Hotel & Resort Tokyo Bay Makuhari allow tattoos? Yes, covered
Tattoos are allowed if two of APA's cover seals, 10 cm × 12 cm (3.9 × 4.7 in) each, hide them completely. Each of the three buildings has its own free bath.
Overnight guests get both seals free at the front desk each night. A tattoo two seals can't hide is refused.

The bath
Each building has its own free bath for guests. The Central Tower and the West Wing have men's and women's baths, the East Wing a women-only bath, and there are saunas inside. The property page gives no opening hours, so ask at check-in.
The hotel
A three-building resort by the Makuhari Messe convention halls, with a 50th-floor restaurant, Sky Cruise Makuhari, and a curry house at ground level. Central Tower rooms were renovated in June 2026. The chain doesn't publish a room count on the page.
