Does APA Hotel Chiba Yachiyo Midorigaoka allow tattoos? Yes, covered
Tattoos are allowed if two of APA's cover seals, 10 cm × 12 cm (3.9 × 4.7 in) each, hide them completely. The water here is a real spring, the only one in any APA around Tokyo.
Overnight guests get both seals free at the front desk each night. A tattoo two seals can't hide is refused.

The bath
The only natural spring in any APA around Tokyo, and the hotel says it was the first spring ever struck in Yachiyo: a black bittern-water source it credits with easing fatigue and leaving the skin smooth. It fills a large indoor bath and an open-air bath, and there's a sauna. Open 3 p.m. to 1 a.m. and 6 a.m. to 10 a.m., overnight guests only.
