Does APA Hotel & Resort Tokyo Bay Shiomi allow tattoos? Yes, covered
Tattoos are allowed if two of APA's cover seals, 10 cm × 12 cm (3.9 × 4.7 in) each, hide them completely. There's a large bath, an open-air bath and a pool.
Overnight guests get both seals free at the front desk each night. A tattoo two seals can't hide is refused.

The bath
The hotel has a Komeiseki hot-spring bath and an open-air bath, which it sells as a wake-up bath in the morning and a sleeping bath at night. APA's standard bath water is a "quasi-natural Komeiseki hot spring," which means an artificial spring made with a mineral ore, not water from the ground.
