Ryotei Hanayura
旅亭 花ゆら
Does Ryotei Hanayura allow tattoos? In a private bath
Twenty-seven of the thirty-seven rooms at Hanayura open onto a private tub of hot spring, which in a town of thousand-room hotels makes this the quiet option.
Hanayura is a 37-room house and 27 of those rooms come with an open-air bath attached, which is the reason it is here. The inn publishes no tattoo rule for its shared baths, so those stay an unknown. The room type has to be chosen deliberately: ten plain Japanese rooms have no bath of their own.

What happens when you arrive
Skip the shared baths and reserve the private one the way this page describes. Once the door is closed, the bath is yours.
How we know
Confirmed from official site — bath structure, not a tattoo policy (the room-type table on the inn’s own お部屋 page)

Best for: The cheapest way into a room with a private open-air bath in central Noboribetsu
The special Japanese room is 82 square meters, the three Japanese-Western rooms 74 to 96, and the 23 standard rooms with an open-air bath 54. Only the ten 48-square-meter 一般和室 lack one. The shared baths run 14:00 to 09:30 the next morning and draw sulfur, simple sulfur, the local Kodakara spring and an acid iron spring. Hanayura belongs to the Toho Resort group with Hotel Mahoroba and Park Hotel Miyabitei. The inn’s site is served over plain HTTP and its certificate does not validate, so a browser may warn before it loads.
