Tattoo friendly onsen in Naruto and Tokushima

The biggest resort on the strait changed its mind in writing. AoAwo Naruto Resort dated a body-art guideline 15 April 2026 that opens the hot spring, the outdoor pool and the private beach to a tattoo two hotel-issued seals can cover, and says it did so out of respect for other cultures. Out by the airport, Hotel Route Inn Tokushima Airport puts a radium bath behind the same kind of rule. The other two listings never raise the question: Resort Hotel Moana Coast gives all sixteen maisonettes a jet tub and a sauna, and Naruto Grand Hotel Kaigetsu keeps two third-floor rooms with a bath of their own.

Allowed under cover seals, by a written policy the hotel dated and explained. Tattoos that fit under two hotel-issued cover seals may go into the hot spring, the outdoor pool and the beach; the seals are the hotel’s own, so ask at the front desk rather than bringing your own. The hotel adds that it may ask a guest to keep a tattoo covered elsewhere if it is likely to alarm other people. Read the whole 温泉 page before you go: the notices under each bath still carry the old flat refusal, and only the guideline block at the foot of the page carries the 2026 rule.

Best for: A tattooed traveler who wants a sea-facing rock bath and is willing to wear two seals for it

The guideline names three places it covers: 対象施設:鳴門温泉/アウトドアプール/ビーチ. The same page still prints ※入れ墨・タトゥーのある方のご利用は固くお断りいたします。 under both bath descriptions, which is the pre-2026 wording and is contradicted by the guideline below it. Two baths: the first-floor rock 露天風呂「縹」, men and women swapped by time of day, and the eighth-floor 展望風呂「瑠璃」 with a sauna, fixed to one sex per side since 26 June 2025 and floated with Tokushima citrus in season. Water is a sodium chloride spring, pH 8.0, drawn from 1,120 m, salty enough that the hotel warns it holds heat. This is the house that was Renaissance Resort Naruto until the 2019 rebrand, which is why the Booking.com address still uses the old slug. No reservable private bath and no room with its own tub.

Allowed if a cover seal hides the tattoo completely. The chain states the rule in its own FAQ and applies it group-wide, and this is the only hotel in Tokushima prefecture where it attaches to a large bath. Bring your own seals, because the wording puts the covering on the guest. Nothing on the property page narrows or widens the group rule.

Best for: A late flight into Tokushima and a bath that is still open at one in the morning

The bath is 旅人の湯, a radium artificial spring made with the licensed quasi-drug Radihope, not a natural hot spring. Separate men’s and women’s sides, 15:00 to 02:00 and 05:00 to 10:00, with the women’s entrance locked and the key handed out at the front desk. Room televisions show how busy the bath is. Eight minutes by car from Kyokaimae on the Naruto line and five from the Matsushige smart interchange. Route Inn’s other Tokushima hotel, in Anan, has a bath under the same rule; Tokushima Grandvrio in the city has none.

Nothing to negotiate here, because there is no shared bath to negotiate over. All sixteen maisonette rooms have their own open-air or half-open-air jet tub and their own sauna, and the hotel runs no public bath at all. A tattooed guest bathes in the room and never meets a rule. The eight Villa rooms add a cold plunge to the sauna.

Note: The hotel makes no hot spring claim for the jet tubs on its terraces, so treat the water as ordinary heated water.

Best for: Two people who want a rooftop tub and a private sauna and no conversation about skin

Two buildings on a 3,000-tsubo site. The Moana wing holds eight Ocean Rooms with a rooftop open-air jet tub over the Inland Sea; the Villa wing holds eight Retreat Rooms, reopened February 2024, each with a half-open-air jet tub facing a courtyard, a private sauna and a cold tub. The house calls the tubs 露天風呂(ジェットバス), publishes no spring analysis and makes no hot spring claim, so treat the water as heated, not thermal. The kitchen is Italian, and dinner is the reason most people book.

The house says nothing about tattoos anywhere, and silence about the eighth-floor bath is not permission. The way in is one of the two third-floor 展望風呂付和洋室, added in 2023, each with a bath of its own looking at the strait. Book one of those and the shared bath downstairs stops mattering. Every other room type here sends you to the big bath, where the question is unanswered.

Note: The hotel never calls its water a hot spring and publishes no analysis, so treat the view-bath rooms as ordinary heated water.

Best for: A family of up to six who want a private tub over the Onaruto Bridge and a buffet downstairs

The two rooms are the corner room at 90 m² and the balcony room at 68 m² plus 14 m² of balcony, both sleeping six, both on the third floor beside the buffet hall, and the hotel will not let you choose between them. The shared eighth-floor 展望大浴場 has an open-air tub, a bubble bath, a sleeping bath, a jet bath, a sauna and a cold tub, open to guests until 24:00 and to day visitors 12:00 to 21:00 at 1,300 yen. The hotel publishes no spring analysis and never calls the water onsen, so treat it as heated. Same group as Bay Resort Hotel Naruto Kaigetsu and Taimaru Kaigetsu, and guests can use the indoor pool at the Bay Resort.

Traveler’s note

Both branches of Aratae no Yu, in Tokushima city and north of Naruto Station, bar tattooed visitors from the building with cover seals named in the same sentence, so a seal bought at the resort will not get you through either door. Read AoAwo’s bath page to the end as well: the notices under each tub still carry the old flat refusal, and only the block at the foot of the page carries the 2026 rule. Neither Moana Coast nor the Kaigetsu claims a spring, so treat both as heated water.

Can I use a shared bath in Naruto or Tokushima with a tattoo?

At two hotels, under seals. AoAwo Naruto Resort admits a tattoo that fits under two of its own cover seals, asked for at the front desk, and the same rule covers the outdoor pool and the beach. Hotel Route Inn Tokushima Airport takes one a cover seal hides completely and names no size, so bring your own sheets.

Which Naruto hotels have a bath I do not share?

Resort Hotel Moana Coast has sixteen maisonettes, eight with a rooftop jet tub over the Inland Sea and eight with a half-open tub, a private sauna and a cold plunge round a courtyard. Naruto Grand Hotel Kaigetsu sells two third-floor rooms with a view bath of their own, sleeping six, and will not let you choose between them.

Can I bathe in Tokushima city with a tattoo?

Not at the one hot spring near the station. Hotel Sunroute Tokushima puts tattooed bathers at the head of the list of people it will not admit to its eleventh-floor bath, and offers nothing in their place. Awa Kanko Hotel publishes no rule at all. The Route Inn out at the airport is the nearest published yes.

How do I get to Naruto from Takamatsu?

The Uzushio limited express to Tokushima, 1 h 6, then the JR Naruto line, 38 minutes. Tokushima Bus runs from Naruto station to Naruto Park in 37 minutes, past the hotels on the strait shore. From Okayama it is 2 h 11 with a change at Takamatsu. From Osaka, JR to Maiko and the Awa Express Kobe bus, about two hours.
