Tattoo friendly onsen in Toba

Toba is the bay town on the Shima peninsula in Mie, a short train ride from Ise, where the world’s first cultured pearls were grown and the island-dotted bay is still lined with pearl and oyster rafts.

Three hotels let tattoos into their large baths under a seal: Todaya for a palm-sized tattoo under the seal sold in its shop, Kamenoi Hotel Toba for any tattoo a seal hides, and Saichoraku under its own seals. SAYA no Kaze sends tattooed guests to its private bath, Kisara and Kisara Bettei TOKI have no shared bath at all, and the rest rent private baths or sell rooms with their own tub.

Todaya

戸田家

Todaya keeps tattooed guests out of its large baths, with one exception: a small tattoo, about the size of a palm, may go in under a tattoo seal sold in the hotel shop. Anything larger is refused, and the same rule covers the summer pool.

恐れ入りますが、入墨・タトゥーのある方の大浴場のご利用はご遠慮いただいております。小さな(手のひらサイズの)タトゥーであれば、売店でタトゥーシールを販売していますので、ご利用くださいませ。

Best for: a palm-sized tattoo under a seal from the shop, or a lockable spring-water tub with no booking and no time limit

Only the onsen village (Todaya Onsen-mura) carries spring water: its open-air baths and the five free private baths use an alkaline simple spring from the Sakakibara Onsen source called Nanakuri-no-yu, circulated rather than free-flowing. The large baths inside the two buildings are heated tap water, which the hotel states. Two more family baths cost 3,300 yen for 45 minutes by reservation: the Fusui family bath (heated water) and the Fusui shell bath (spring water). Ten rooms have an open-air bath; the hotel says those in the South Wing are heated water. Bring the bath towel from your room. Check-in 3 p.m., check-out 10 a.m. Parking is free.

Kamenoi Hotel Toba

亀の井ホテル 鳥羽

The hotel turns tattooed guests away from its large bath unless a cover seal or something similar hides the tattoo from other bathers. It sets no size limit and does not say it sells seals, so bring your own. There is no private bath to book; four room types have their own open-air tub.

入れ墨・タトゥーのあるお客さまは、大浴場のご利用をお断りしております。なお、タトゥーを隠すシール等により、他のお客さまから入れ墨等が見えない状態の場合はご利用いただけます。

Best for: a covered tattoo in a rooftop-style open-air bath over Toba Bay, with no size limit stated

The spring, which the hotel names for the smell of the sea air, is a hypotonic alkaline cold mineral spring; the hotel blends water from its own source with water brought in by truck. There is one large bath per side with an indoor tub and a new open-air bath; the sides do not swap and there is no sauna. Hours for staying guests are 5 to 9 a.m. and 11 a.m. to midnight, from 3 p.m. on Wednesdays. Day bathing runs 11 a.m. to 9:30 p.m. (last entry 9 p.m.) for 1,200 yen on weekdays and 1,500 yen on weekends and holidays. The Premium Room and Superior Twin on the Shiokaze Terrace have a hot spring open-air bath; the Deluxe Japanese-Western Room and the Deluxe Room have an open-air tub of plain heated water, as the hotel states. Bring a bath towel from the room. Check-in 3 p.m., check-out 10 a.m.

The hotel bars tattooed bathers from its large baths unless the tattoo is completely hidden under the cover seal the hotel itself specifies, which it sells. A tattoo the seals cannot fully cover is turned away. No private bath is offered.

Best for: a tattoo small enough to hide completely under the hotel's own paid seals, with a buffet dinner and an indoor pool for the family

Day bathing needs no booking: 7 to 10 a.m. and 3 p.m. to midnight, last entry 10 p.m., for 900 yen on weekdays, 1,200 yen on weekends and holidays and 1,400 yen on peak days (adults; towels rent for 330 yen). A bath-and-buffet-dinner day plan is sold by reservation. The indoor heated pool costs 600 yen for adults as an add-on and cannot be used on its own. The hotel bus to Toba Station costs 30 yen a ride.

Bali & Resort SAYA no Kaze

Bali&Resort SAYAの風

SAYA no Kaze answers the tattoo question in its FAQ: guests with tattoos may not use the large bath, and the hotel points them to its private bath instead. That bath is booked on the day, first come first served, at a tablet by the front desk from 3:30 p.m.; the hotel advises booking early because slots are limited.

刺青・タトゥーのある方は、大浴場のご利用をお断りさせていただいております。貸切風呂をご用意しておりますので、そちらをご利用くださいませ。※貸切風呂は数に限りがございますので、事前のご予約をおすすめいたします。

Best for: couples who want a Bali-style private tub in the woods, with drinks and the bath included in the room price

The private bath stands in the woods outside the building: a Bali-made stone tub under a gazebo imported from Bali. Sessions are 50 minutes between 4 p.m. and 11:50 p.m., free for staying guests because the stay is all-inclusive. Booking opens at 3:30 p.m. on the day at a tablet by the 3rd-floor front desk; the bath closes in strong wind. The hotel does not say whether the private bath carries spring water. The renewed Ocean View Tanah twin rooms (April 2025) have an open-air bath of their own facing the bay; the hotel does not say what water fills it. The large bath, Ananda-no-yu, uses the Shin-Misato Onsen source, an alkaline simple spring.

Toba Seaside Hotel

鳥羽シーサイドホテル

The hotel refuses tattooed bathers in its three large baths and warns that it may ask someone to leave after they have gone in. What it offers instead is structural: five family baths that staying guests reserve for 60 minutes, and nine rooms with their own hot spring open-air bath on a sea-facing terrace.

刺青・タトゥーのある方の大浴場でのご入浴はお断り申し上げます。ご入場された後でも退場して頂く事がありますのでご了承ください。

Best for: a family who want a bay-view private tub by the hour, or a terrace room with its own hot spring bath

Family baths: five, named Kamishima, Ukishima, Sakate, Sugashima and Toshi, on the same 6th floor as the Kazami-no-yu bath, all with a view of the bay and one barrier-free. 60 minutes for 3,300 yen, 3 to 11 p.m. with the last start at 9 p.m., for two or three people (Kamishima takes up to four), staying guests only. The hotel does not say whether the family baths carry spring water. The nine rooms with a hot spring open-air bath are on the 2nd floor of Misaki-tei, in Japanese, Japanese-with-beds and Western styles. Repairs: the Kazami-no-yu open-air bath is closed from November 1 to December 22, 2026 (its indoor bath stays open at reduced hours); the Migiwa-no-yu bath was closed from September 4 to October 31, 2026. The family baths stay open throughout.

鳥羽国際ホテル 潮路亭

Shiojitei refuses tattooed bathers in its bath hall, Tokowaka-no-yu, and its FAQ adds that a fashion or religious tattoo makes no difference. The way in is a room: five garden suites each have a private open-air bath on their own deck, behind a security-locked corridor.

The five suites with an open-air bath are Kamiji (84 square meters) and Shimaji, Isuzu, Uji and Ominato (63 square meters), each for up to four, facing a Japanese garden. The inn does not say whether the suite tubs carry spring water. The shared bath hall has a sodium chloride hot spring indoors and the Pearl Aurora open-air bath, made with Mikimoto Pharmaceutical's pearl extract, which the inn says is not hot spring water. Hall hours 6 to 10:30 a.m. (last entry 10) and 1 p.m. to midnight (last entry 11:30); free for guests of Shiojitei and Toba International Hotel, bath tax 150 yen.

Toba View Hotel Hanashinju

鳥羽ビューホテル花真珠

Hanashinju refuses bathers with tattoos in its baths, and says so even for tattoos covered by a seal. It has no private bath to book. The sea-side rooms with an open-air bath have a Shigaraki-ware kettle tub on the balcony, filled with ordinary heated water, not the spring.

Best for: a bay-view room with its own ceramic kettle tub on the balcony, accepting that the tub is not spring water

The hotel states twice that the baths in its rooms are not hot spring water. Room types with a bath in the renewed Hanaikada wing: the sea-side open-air bath rooms (10 mats, up to five, a Shigaraki-ware kettle tub on the balcony), the sea-side view-bath rooms (8 mats, up to four, an indoor bath with a window on the bay) and the one special room Hazuki (10 plus 4.5 mats with a living room, up to seven, a view bath). The FAQ says there is no private bath for hire and no sauna. Shared baths: the Suigun-no-yu and Birei-no-yu view baths and an open-air bath, with Sakakibara Onsen water; the rose bath is in the women's open-air bath only. Kochoran

Kochoran firmly refuses tattooed bathers in its large bath, and asks anyone bringing a cover seal to talk to the inn first, without promising entry. The sure way in is a Tokinagomi room, which has its own ceramic open-air tub and a cypress indoor bath; the inn says the room baths are not hot spring water.

Best for: a Japanese room with a ceramic tub on the balcony over Toba Bay and dinner served in the room

Every room listing carries the note that the room bath is not hot spring water. Tokinagomi comes as a deluxe suite (12 plus 6 mats) and a deluxe room (12 mats), both with a cypress indoor bath and a ceramic open-air bath; two Tokinagomi rooms are set up for babies. Hanaayaka, a two-room suite renewed in 2024, has a half-open-air bubble bath. The large bath and the single open-air bath, Nagisa-no-yu, use Sakakibara Onsen water that the inn trucks in from Tsu; the open-air bath alternates, men 5 to 9:40 a.m. and women 3 to 11:40 p.m. Day bathing 11 a.m. to 2 p.m. for 1,500 yen by phone booking, open-air bath for women only.

Kisara

懐古ロマンの宿 季さら

Kisara publishes no tattoo rule, and it does not need one: there is no large bath. Each of its 13 detached rooms has two hot spring baths of its own, a tatami-floored indoor tub and an open-air tub in the trees.

Best for: a couple who want a detached cottage with its own spring-water tubs, in or out, and dinner brought to the room

The water is Shaguji Onsen, an alkaline spring with its source at Nanakuri near Sakakibara Onsen, used with added water, circulated and filtered, as the inn states. Staff will adjust the bath temperature on request. The Honkan Hanare cottages are 53 square meters, a Western bedroom and a Japanese living room, for up to four (some for two). Meals are at the inn's restaurant Ryotei Ai-Oi or in the room; the IRORI cottages serve dinner at an irori hearth table in the room. A dog-friendly mountain cottage suite is sold too.

Sun Urashima Yuki no Sato

サン浦島 悠季の里

Sun Urashima publishes no tattoo rule, so the shared baths of its Marobine-an bathhouse are not the plan. It has three private baths, each booked for a session, and a run of special rooms with an open-air bath fed from the inn's own spring.

Best for: a sea-facing room on Ikaura Bay with an open-air tub of the inn's own spring, away from the Toba hotel strip

Private baths, all by reservation and with towels: the open-air Urara-sansan, inside a karaoke room (50 minutes, 3,300 yen); the indoor Saishi-no-yu (40 minutes, 2,200 yen); and the forest bath San-no-yu outside the building (50 minutes, 3,300 yen, April to June and October to December only), all starting on the hour. Traveler’s note

Read the water line on each listing before you book a room for its tub: Hanashinju’s and Kochoran’s room baths are ordinary heated water, not the spring, and several hotels do not say what fills their private baths. Hanashinju refuses tattoos even under a seal, and Shiojitei refuses them whatever the reason for the tattoo, so book the room and not the bath hall. Toba Seaside Hotel’s Kazami-no-yu open-air tubs close from November 1 to December 22, 2026.

Common questions

Toba questions

Can I use a shared bath in Toba with a tattoo?

Only under a seal. Todaya takes a palm-sized tattoo under the seal sold in its shop, Kamenoi Hotel Toba any tattoo a seal keeps out of sight (bring your own), and Saichoraku a tattoo fully hidden under the seals it sells. No hotel here lets tattoos into a shared bath with nothing to cover.

Which hotels have a private bath?

Todaya has five free private baths you just walk into and lock. SAYA no Kaze books its forest private bath on the day for tattooed guests. Toba Seaside Hotel has five family baths for 60 minutes, Sun Urashima three, Kagura four, and Toba Grand Hotel one for 40 minutes.

Which hotels give a room its own bath?

Kisara’s 13 detached rooms each have two spring baths, and each of TOKI’s ten rooms has its own open-air spring bath; neither has a shared bath. Shiojitei, Toba Seaside, Toba Grand Hotel, Sun Urashima, Kagura and Kamenoi sell rooms with an open-air tub, and each listing says what fills it.

How do I get to Toba?

From Kintetsu Nagoya, take the Kintetsu limited express to Toba, about 1 hour 30 to 1 hour 40 minutes with no change; from Osaka Namba, about 2 hours. Hotel buses leave from exit 1 of Toba Station.
